The first European Social Campaign for the fight Against
Organised Crime
FLARE’s highest priority is to make the social fight against transnational organized crime and mafias a priority thematic for European countries: from civil societies to local authorities, from governments to international institutions.
Along with such aim, FLARE today promotes to the European Parliament a declaration that enables the European Union to reach three objectives:
1. to proclaim March 21 the “European Day in Memory of Victims of Organized Crime”;
2. to support civil societies in the fight against transnational organized crime;
3. to request the Commission and the Coucil of Europe to legislate in the matter of reuse for social purposes of property and goods confiscated to international criminal organizations.
With such aims in mind FLARE intends to bring on the streets of over 20 European and non-European countries the above-mentioned declaration through over 30 different events as the very first concrete action of FLARE: the “Season of Legality“. The declaration will be made public in the events organized by the FLARE members: not the same format over and over, but a different event for each country where the the declaration functions as the common leitmotif through all the events in every single country.

The first three steps of our campaign are the events in Napoli, Strasbourg and Bari.
1. The Italian Day in Memory of Victims of Mafias is going to be held in Naples, Italy, on March 21. The presence of FLARE there – just like in 2008 in Bari – will give this event an international frame. FLARE will be present there with a minimum of 50 representatives. Naples represents the beginning and very first step of the FLARE campaign.
2. After Napoli, FLARE moves to Strasbourg on March 24 when the European Parliament – in plenary session – will adopt the declaration proposed by FLARE. FLARE will be present with about 150 delegates.
3. After Napoli and Strasbourg, the remaining of the campaign will take place, involving all FLARE members who organize an event on their territory in order to promotoe the Declaration and to raise awareness on organized crime. About 30 events will take place in Europe and surrounding areas in a time frame between March 21 and mid-May.
